The Egyptian-Dutch Advisory Panel on Water Management (APP) was established in 1976, as the Egyptian-Dutch Advisory Panel on Land Drainage. It is the oldest and first-known project under the Egyptian–Dutch Bilateral Cooperation Program.The construction of Aswan High Dam necessitated large scale drainage schemes in the Nile Valley and Delta.

Preparation of an Integrated Coastal Zone Management Plan
|

The Northern Coast of Egypt is subjected to continuous changes in erosion-accretion pattern as well as land based sources of pollution . Root causes of such deterioration of the quality of coastal water as well as retreat of shoreline need to be identified .For this Coastal Zone Management is one of the hot topics that the Ministry of Water Resources and Irrigation (MWRI)is facing these days.
Therefore, MWRI in cooperation with the Advisory Panel Project for Water Management (APP) recruited an British expert on ICZM to assist in preparing Terms of Reference (ToR) for a study to develop an ICZM plan for the Northern Coast of Egypt.
APP and MWRI organized a workshop to present this ToR to a number of governmental and non-governmental stakeholders in the Northern Coastal Zone in addition to a number of donors. the workshop was attended by 66 participants representing 25 authorities that forms the majority of stakeholders involved.

45th Panel Meeting - Cairo, Egypt

The 45th Meeting of the Egyptian-Dutch Advisory Panel on Water Management was held during the period of 3-7 April 2011, in Cairo, Egypt. The Programme of the Meeting included the following:
• A one-day Workshop on the topic “Crises and Disasters Management in MWRI”. The Workshop was held in Cairo on April 3rd 2010. The overall objective of the workshop was to provide some information on the already established Cirises and Disaster Mangement Unit/CDMU in MWRI and follow-up to the previous support of AP to CDMU head, transfere the knowledge, experience and lesson learned from the Dutch sidd and discuss the way forward of CDMU in light of the existing status. A separate Report on Workshop has been prepared and distributed among the concerned Organisations.
• A three day Panel Meeting, from 4-6 April, to discuss the various selected issues, including : MWRI new strategy for 2050, how HCWW and MALR will cope with MWRI new strategy, Egypt investment review in water for agriculture and energy, equitable water distribution and IIIMP activities, evaluation and actions on OWM and decentralization, legal tools for cost recovery, new "business model" for water management in NL, shore Protection Authority activities, Master Plan of Coastal Zone Management and NL Water sector cooperation through Water Mondiaal. For this meeting more than ten reports and presentations have been prepared and distributed for discussion among the members
• a one-day study visit to the coastal area of the Nile Delta including the Rashid Wall, Rashid Sea Wall and the Baltim Beach Protection Project( April7th).
The minutes of the 45th Panel Meeting as well as the workshop report have been finalised and distributed between concerned parties together with two CDs that include the full presentations and documents . The program and logistics of this Meeting were successfully performed through APP Central Office with the close cooperation of the Supporting Office.

Ground Water Management in Egypt

As a follow- up to the APP consultancy on "Groundwater Management in Egypt, Current Status, Future Challenges and Proposed Actions", APP conducted a workshop to present the outcomes of APP mission to the staff of the sector with emphasis on the Action Plan. The workshop was organized during the period 8-9 December, 2010, in Aswan. The workshop was attended by some 45 ground water engineers representing all 12 ground water directorates (The Sector Head, 3 engineers of the head office, 4 undersecretaries, 12 general directors, 12 senior engineers, 12 senior engineers).
The workshop included several presentations (in Arabic) on: groundwater resources and management in Egypt, activities of the Ground Water Sector and a summary of the APP consultancy mission. The workshop also included some working group discussions and presentations on how to implement the proposed and presented action plan. The workshop was very instrumental and interactive where all participants shared their views. The workshop was also a very good opportunity to set up list of priorities and recommendations to be considered by the sector and MWRI before implementation.
